Please see below for guidance on inspection requirements, for all loans that are within a designated disaster area:
Disaster Area Inspection Report (DAIR) Fee Allocation
For loans not yet closed or not in the closing stage:

The inspection fee is charged to the borrower.

This fee must be disclosed within three days of the FEMA Announcement.
For loans already closed or in the closing stage:
-
The inspection fee is retained by Newrez and not charged to the borrower.
Note:
The above fee allocation applies to all loan types with the exception of VA.

All VA DAIRs will be lender-paid due to VA guidelines
Conforming Loans with an Appraisal Report
For loans with an appraisal date prior to the Disaster Incident Period End Date, the following is required:

A Disaster Area Inspection Report (DAIR) or equivalent with supporting photos evidencing the property is free from damage and the disaster had no effect on the value or marketability. Please order the Disaster Area Inspection Report Conventional/Other in H2O.

If damage is noted by the inspection, all damage must be repaired and verified as completed prior to closing.

For loans with an appraisal dated after the Incident Period Start Date, but before the Incident End Period, when the disaster is not ongoing (i.e., Tornado or High Winds), the appraisal can be used to validate no damage.
Conforming Loans with an Appraisal Waiver
Fannie Mae and Freddie Mac loans with an Appraisal Waiver are permitted when:

DU or LPA indicates than Appraisal Waiver is acceptable after the Incident Declaration Date; and a Disaster Area Inspection Report (DAIR) or equivalent with supporting photos evidencing the property is free from damage and the disaster had no effect on the value or marketability. Jumbo Loan Property Inspection Requirements
For loans with an appraisal date prior to the Disaster Incident Period End Date, the following is required:

FHA Loan Property Inspection Requirements
FHA Streamline Refinances do not require a Disaster Inspection.
Reasonable due diligence must be exercised to determine if additional inspections or repairs are necessary before endorsement of all Properties with pending Mortgages or endorsements in areas under a Presidentially Declared Major Disaster Area (PDMDA) designation for individual assistance. A determination must be made if a PDMDA will have an adverse effect on the Property’s ability to serve as collateral.
For loans with an appraisal dated prior to the Disaster Incident Period End Date, the following is required:

A Disaster Area Inspection Report (DAIR) or equivalent with supporting photos evidencing the property is free from damage and the disaster had no effect on the value or marketability.

If damage is noted by the inspection, all damage must be repaired and verified as complete prior to closing.
For loans with an appraisal dated after the Incident Period Start Date, but before the Incident End Period, when the disaster is not ongoing (i.e., Tornado or High Winds), the appraisal can be used to validate no damage.
If repairs are required, they must be completed prior to endorsement, unless the Property is habitable and a repair Escrow has been established in accordance with Repair Completion Escrow requirements.
The file must contain documentation for any information relied upon to make the determination whether additional inspections or repairs are necessary. If applicable, copies of any inspections and evidence of repairs or the repair escrows must be included in the Case Binder.
VA Loan Property Inspection Requirements
VA IRRRLs do not require a Disaster Inspection or veteran’s certification.
For loans with appraisals dated on or prior to the Disaster Incident Period End Date, all the following are required:

A Disaster Area Inspection Report (DAIR) or equivalent with supporting photos evidencing the property is free from damage and the disaster had no effect on the value or marketability.

If damage is noted by the inspection, all damage must be repaired and verified as completed prior to closing.

A “Veteran Certification,” signed and dated with following language: “I have inspected the property located at ____________ and find its condition now to be acceptable to me. I understand that I will not be charged for any disaster related expenses and now wish to close the loan.”

USDA Loan Property Inspection Requirements
USDA Streamlined-Assist Refinance and Streamlined without Appraisal Refinance do not require a Disaster Inspection.
For loans with appraisals dated on or prior to the Disaster Incident Period End Date, a Disaster Area Inspection Report (DAIR) with supporting photos evidencing the property is free from damage and the disaster had no effect on the value or marketability is required. Closed End Loans
For loans with valuations dated on or prior to the Disaster Incident Period End Date, a Disaster Area Inspection Report (DAIR) with supporting photos evidencing the property is free from damage and the disaster had no effect on the value or marketability is required.
