Announcement 2020-125 - California Wildfires (DR-4569-CA) Updates

FEMA Declared Disaster in California

On October 16, 2020, FEMA announced a Major Disaster Declaration pertaining to additional wildfires in California, with an incident date of September 4, 2020. No incident end date has been declared at this time.

Please note this is a new disaster declaration and should not be confused with the previously announced California Wildfires (DR-4558-CA).

As of October 22, 2020, Napa, Shasta and Sonoma counties have been added by FEMA to this disaster declaration.

As of October 22, 2020, ten (10) counties have been identified and designated for Individual Assistance from FEMA.

Requirements in the Following Zip Codes

For conventional and VA loans, the following zip codes are eligible for closing or fundings, and will require either an inspection or appraisal, or Borrower’s Attestation or Veteran’s Certification as noted below. Refer to NewRez’s Disaster Policy for full requirements.

The remaining zip codes in the above counties will not require an appraisal or inspection for conventional and VA loans, but will still require:

Conventional:

  • Borrower attestation, signed and dated, that there is no damage and they agree to the closing and funding of the loan
  • Evidence of acceptable insurance policy in place

VA:

  • Veteran’s Certification, signed and dated:
  • I have inspected the property located at ____________and find its condition now to be acceptable to me. I understand that I will not be charged for any disaster‐related expenses and now wish to close the loan.
  • Evidence of acceptable insurance policy in place

 

FHA and USDA Loans

Closings and fundings are eligible in the declared counties and an inspection or appraisal will be required for FHA and USDA loans in accordance with NewRez’s Disaster Policy.

A condition requiring a property inspection will be added to identified loans.

As with all disasters, the affected areas are not definitively confirmed until FEMA formally designates such areas, which occurs following the completion of the incident and an assessment of the damage.  As a result, we will continue to monitor FEMA announcements for impacted areas in order to update any additional impacted counties.
